Më 19 maj 2025, në ambientet e Universitetit “Aleksandër Moisiu” Durrës, u zhvillua Trajnimi i Dytë për Monitorimin e Partneriteteve Publike-Private (PPP), me pjesëmarrjen aktive të studentëve të drejtësisë nga Fakulteti i Shkencave Juridike.
Tema e trajnimit: “Monitorimi i PPP-ve në Shqipëri”
Ky trajnim synoi rritjen e ndërgjegjësimit dhe forcimin e kapaciteteve të brezit të ri për të garantuar transparencë dhe llogaridhënie në projektet publike me ndikim të gjerë.
Trajnimi u zhvillua nga Prof. Dr. Andon Kume, i cili theksoi rëndësinë e përfshirjes aktive të të rinjve në proceset e monitorimit publik.
Gjatë trajnimit, studentët u njohën me:
Indikatorët kyç për:
Vlerësimin dhe monitorimin e respektimit të kuadrit ligjor dhe nënligjor në procedurat e PPP-ve;
Monitorimin e fazës së zbatimit të kontratave koncesionare/PPP-ve;
Vlerësimin e transparencës dhe zbatimit të së drejtës për informim nga institucionet publike.
Transparenca dhe aksesimi i informacionit:
U prezantuan platformat dhe faqet zyrtare ku publikohet informacion mbi kontratat PPP dhe dokumentet shoqëruese.
Sfidat praktike në zbatimin dhe mbikëqyrjen e kontratave PPP, si dhe roli i aktorëve të ndryshëm në adresimin e tyre.
Roli i qytetarëve dhe studentëve në rritjen e transparencës dhe llogaridhënies në menaxhimin e kontratave publike.
Kontratat publike janë një komponent kyç i integrimit europian, duke ndikuar në përmirësimin e qeverisjes, rritjen e transparencës dhe zhvillimin e qëndrueshëm.

Trajnimi u zhvillua në kuadër të projektit “Ngritja e kapaciteteve për monitorimin e qëndrueshëm të kontratave publike”, me mbështetjen e Embassy of the Netherlands in Albania, në kuadër të #matraproject2024. 
Trajnimet e ardhshme do të organizohen në Tiranë, Shkodër dhe Vlorë.

Second Training on Monitoring Public-Private Partnerships (PPPs) in Durrës!
On May 19, 2025, at “Aleksandër Moisiu” University in Durrës, the second training session on Monitoring Public-Private Partnerships (PPPs) was held, with active participation from law students of the Faculty of Legal Sciences.
Training Topic: “Monitoring PPPs in Albania”
This training aimed to raise awareness and strengthen the capacities of the younger generation to promote transparency and accountability in major public projects.
The training benefited from the input of Prof. Dr. Andon Kume, who highlighted the importance of student engagement in monitoring public contracts as part of active citizenship.
During the session, students were introduced to:
Key Indicators for:
Assessing and monitoring compliance with legal and sub-legal frameworks during PPP procedures;
Monitoring the implementation phase of concession/PPP contracts;
Evaluating transparency and enforcement of the right to information by public institutions.
Transparency and Access to Information:
Students explored official platforms and websites where relevant PPP information and documents are published.
Practical challenges in the implementation and supervision of PPP contracts were discussed, along with the role of different actors in addressing them.
The role of citizens and youth in enhancing transparency and public accountability was emphasized.
Public contracts are a key component in the European integration process, fostering better governance, transparency, and sustainable development.
This initiative builds a bridge of cooperation among:
public institutions
civil society organizations (CSOs)
universities
The training was organized within the framework of the project “Strengthening Capacities for Sustainable Monitoring of Public Contracts”, supported by the Embassy of the Netherlands in Albania under the #matraproject2024
