Training Topic: “Monitoring Public-Private Partnerships in Albania”
During the training, students were introduced to:
The legal framework for public-private contracts in Albania
Indicators and methodology for monitoring PPPs
Practical challenges in the implementation and oversight of PPP contracts
The active role of citizens and students in ensuring transparency and accountability
This training was made possible and carried out thanks to the contribution of Prof. Asoc. Gentian Elezi from the Institute of European Studies, University of Tirana.
Prof. Asoc. Elezi provided a detailed overview of the project, highlighting the critical importance of this topic for Albania’s path toward European integration. He also shared valuable insights on the legal and practical aspects of Public-Private Partnerships (PPPs), emphasizing the essential role of monitoring as a safeguard for the public interest.
The training was accompanied by engaging discussions and a high level of interest from students, who raised numerous questions and offered useful suggestions for the further improvement of the project.

This activity was carried out within the project:
“Building Capacity for Sustainable Monitoring of Public Contracts,”
with the support of the Embassy of the Netherlands in Albania, under the #MatraProject2024 program.
In the coming weeks, further trainings will be organized for students in various cities such as Tirana, Durres, Shkodra, and Vlora.
