
Tirana – The Albanian Institute for Research (AIR) has launched the project “Decoding PPPs: Strengthening Media Literacy to Counter Economic
Disinformation in Albania”, a five-month initiative to improve the quality, accuracy, and integrity of public debate and media reporting on Public-Private Partnerships (PPPs).
Public-Private Partnerships represent a substantial share of public investment in Albania and play a critical role in infrastructure development and service delivery. However, their complexity, combined with limited access to transparent and verifiable information, has contributed to widespread misunderstanding, fragmented public discourse, and, in some cases, misleading or polarized media narratives.
In line with findings highlighted in recent EU Progress Reports, persistent gaps in transparency, accountability, and informed communication around public spending continue to pose challenges for democratic governance. Against this backdrop, the project seeks to strengthen the capacity of journalists, journalism students, and civil society actors to assess economic information on PPPs and public expenditure critically.
Through targeted training sessions, peer-learning activities, and content co-creation, participants will enhance their skills in fact-checking, data interpretation, and evidence-based reporting. The initiative will also promote the production and dissemination of verified articles, videos, and infographics designed to support a more informed public debate and increase citizens’ access to reliable economic information.
By investing in media literacy and analytical capacity, the project contributes to a more transparent and accountable public sphere, reinforcing the role of quality journalism and informed civic engagement in Albania.
